The State Public Defender's office in Racine will be hosting the two candidates for DA over the lunch hour. This is an opportunity for defense attorneys to meet and ask questions of the candidates. The meetings will occur at the Racine Youthful Offender Correctional Facility (RYOCF) Conference Center, located at 1414 Albert Street, Racine. Please feel free to bring your lunch and any questions you have.
Thomas Binger will be there Friday, October 21st from 11:30 until 12:15. Patrica Hanson will be there Friday October 28th from 11:30 to 1:00. Please note, the RYOCF conference center is across the street from the institution and has it's own gated parking lot. Please park in that lot and be aware that no smoking is allowed on the property. The Racine County Circuit Court judges will appoint SIX (6) attorneys who have expressed an interest to act as GUARDIANS AD LITEM. Criteria will be based upon the attorneys’ experience and knowledge of family, paternity, juvenile, mental commitment, protective placement and probate law, a proven record of high quality work and reliability.
Applicants must satisfy the continuing legal education requirements set forth in Supreme Court Rule Chapters 35 and 36 to be eligible. Spanish-speaking attorneys are encouraged to apply for this contract. Attorneys will be selected for assignment commencing January 1, 2017. All guardians ad litem serve at the pleasure of the Racine County Circuit Court judges and the appointment can be terminated at any time, for any reason, by decision of the Racine County Circuit Court judges. Juvenile, family, child support and probate court will each maintain a list of the six (6) attorneys and will assign on a rotation basis. Exceptions can be made on the rotation because of conflict of interest or one of the 6 guardians ad litem already having worked on a particular case. Any attorney who is “skipped” will be assigned the next case. In 2016 a total of approximately 1300 cases will be assigned. The guardian ad litem will submit a timely itemized statement of services rendered within forty-five (45) days of completion of the case. Each guardian ad litem will receive $50,214.12 paid in monthly increments of $4,184.51. Attorneys acting as guardians ad litem would not be prohibited from practicing law in any of the courts in which they may serve as guardian ad litem. The appointment is a one (1) year appointment. The guardians ad litem appointed are independent contractors and will not be considered Racine County employees for any purpose and will not receive any Racine County employee benefits. Training, travel expenses for training and legal materials are not provided or reimbursed by Racine County.
